If you want to design nice webpages, get Adobe Dreamweaver. They have a free 30-day trial. Dreamweaver is pretty easy to learn, at least for simple stuff. It's a very powerful program, and it has libraries and site management tools that allow you to make major changes, say, in a navigation bar, and update your entire site with those changes. It uses Javascript, CSS, PHP, and MySQL to achieve lots of fancy effects. Dreamweaver CS3 is about $200 (academic). Training from the Source has a good selection of self-study books. They present the material in easy-to-digest lessons.
You should also learn a little HTML as it is useful in finetuning your pages. You only need a text editor, like Notepad, to type in the code. To learn HTML, check out these free tutorials.
To learn good web design techniques, I recommend Robin Williams' Web Design Workshop. Also NMT's Technical Communication program (under Humanities) offers web design classes.
